Why these filings are public
Texas requires this. Before a taxing unit may enter a Chapter 312 tax abatement, it must publish notice of its intent and give the public at least 30 days, and that notice names the applicant (Tax Code §312.207).
Chapter 380 and 381 economic development agreements are reported to the Texas Comptroller’s public database within 14 days of execution, under the reporting requirement added by House Bill 2404.
So nothing here is confidential, and we do not claim otherwise. The difficulty is that the record is scattered across 254 counties and several separate state systems, published on no common schedule and in no common format. Reading all of it, every day, is the work.
